• Net CARA Winners and Losers - THE REAL STORY AFTER OFFSET OF THE INCREASE IN FEDERAL TAX OBLIGATIONS CAUSED BY CARA:  209 million Americans live in states that are net CARA losers - only 66 million live in states that are net CARA winners.
