Inholders: The definition of an "inholder" is someone who owns private property or some other equity interest inside or adjacent to a Federally managed area like a National Park, National Forest, or Refuge.

Yellowstone Winter EIS – The Park Service began a three-year project in April 1988 that will produce a comprehensive plan to accommodate growing winter uses in Yellowstone. NPS posted a notice that it intends to prepare an EIS for winter use and asked for public comment on how it should proceed. The NPS warned that the plan would not permit recreational activities that "adversely impact sensitive natural resources, wildlife, cultural areas, or the experiences of other park visitors." NPS agreed to prepare this EIS to settle a lawsuit brought by extreme animal rights groups that object to snowmobile use around bison areas.
