THIS IS HOW C.A.R.A. WILL WORK:

Pinnacles National Monument Expansion

January 11, 2000

President Clinton will sign a proclamation today expanding Pinnacles National Monument in California. The President will also sign proclamations creating the Grand Canyon-Parashant National Monument and the Agua Fria National Monument in Arizona and the California Coastal National Monument. Managing the Expanded Monument. The 7,960 acres of expansion lands will be transferred from the Bureau of Land Management to the National Park Service and managed under the same laws and regulations that apply to the rest of the monument. HUNTING and future mineral and geothermal leasing WILL BE PROHIBITED, and water rights necessary to protect monument will be reserved for the federal government.

GRAND CANYON-PARASHANT:

NOW, THEREFORE, I, WILLIAM J. CLINTON, President of the United States of America, by the authority vested in me by section 2 of the Act of June 8, 1906 (34 Stat. 225, 16 U.S.C. 431), do proclaim that there are hereby set apart and reserved as the Grand Canyon-Parashant National Monument, for the purpose of protecting the objects identified above, all lands and interests in lands owned or controlled by the United States within the boundaries of the area described on the map entitled "Grand Canyon-Parashant National Monument" attached to and forming a part of this proclamation. The Federal land and interests in land reserved consist of approximately 1,014,000 acres, which is the smallest area compatible with the proper care and management of the objects to be protected. For the purpose of protecting the objects identified above, all motorized and mechanized VEHICLE USE OFF ROAD WILL BE PROHIBITED, except for emergency or authorized administrative purposes.

AGUA FRIA:

NOW, THEREFORE, I, WILLIAM J. CLINTON, President of the United States of America, by the authority vested in me by section 2 of the Act of June 8, 1906 (34 Stat. 225, 16 U.S.C. 431), do proclaim that there are hereby set apart and reserved as the Agua Fria National Monument, for the purpose of protecting the objects identified above, all lands and interests in lands owned or controlled by the United States within the boundaries of the area described on the map entitled "Agua Fria National Monument" attached to and forming a part of this proclamation. The Federal land and interests in land reserved consist of approximately 71,100 acres, which is the smallest area compatible with the proper care and management of the objects to be protected. For the purpose of protecting the objects identified above, all motorized and mechanized VEHICLE USE OFF ROAD WILL BE PROHIBITED, except for emergency or authorized administrative purposes.

C.A.R.A. EQUALS MORE FEDERAL LAND, EQUALS LESS ACCESS FOR RECREATION AND SPORTSMEN

C.A.R.A. proposes to spend $3 billion dollars per year for land acquisition and good old fashioned pork barrel spending on everything from basketball courts to Civil War battlefields. Up to $450 million dollars per year can be used for adverse condemnation, endangering farmers, ranchers, woodlot owners, and inholders within federal lands. Any private land used or leased for hunting, trapping or fishing can come under threat of acquisition from animal rights extremists.
